In a medium
saucepan, heat oil and sauté garlic, pepper, salt and ginger until
garlic is golden. Add flour and stir to coat garlic and ginger. Cook for
2-3 minutes, stirring frequently. Slowly stir in stock and soy milk.
Simmer for 3-5 minutes longer, stirring frequently, until sauce is thick
and creamy. Place lemon juice in small mixing bowl. Carefully whisk in
hot soy milk mixture a little at a time. Beat vigorously until creamy
and smooth. Return to pan, add capers, and heat through on very low
heat. Serve immediately as a glaze over broiled fish or sauce for hot
vegetables.
