Combine
flour, salt and water, mixing well. Set aside for 15 minutes. While
dough is sitting, combine, cauliflower, celery, onion, green pepper,
tofu and salt in medium pan and steam lightly until cauliflower is
tender. Drain and cool thoroughly, stir in black pepper, cumin, and
fennel, mixing well.
Knead dough
lightly, divide it into 12 balls, and roll each ball out to about 5
inches in diameter. Fill each with cauliflower mixture and fold in half.
Moisten the edges of the dough and press together. Flatten each lightly
with the palm of your hand. Heat oil in a heavy skillet and carefully
slide each paratha into the skillet. Cook until both sides are golden.
Drain on paper towels and serve hot.
