Cut the cauliflower into large
florets and steam or microwave until just tender.

Meanwhile, melt the butter in a
pan.

Stir in the flour and cook for 1
minute.

Remove from the heat and gradually
stir in the combined milk and cream.

Return to the heat and stir
continuously over medium heat until the mixture boils and thickens.

Remove from the heat and stir in
half the grated cheese.

Season with salt and pepper, to
taste.

Spoon the cheese sauce over the
cooked cauliflower and sprinkle with the remaining grated cheese.

Place under a preheated hot grill
and cook for 3 minutes, or until the cheese is golden brown.

Sprinkle with the paprika and
fresh chives before serving.
